Tharsis Investigations LLC Presents

The Investigator's Field Manual

Three decades of law enforcement, SWAT, and financial-exploitation investigation experience, plus six years as a licensed Arizona private investigator — organized into a manual, a modular add-on library, a live training program, and professional-grade report templates built to hold up in front of a client, an attorney, or a judge.

21 Years Pima County Sheriff's Department/ SWAT Operator & Sniper/ Medal of Valor/ USMC Reconnaissance Marine & Scout Sniper Veteran/ Licensed Arizona Private Investigator
Is This For You?

Built For Every Kind of Investigator — Not Just Private Investigators

The core skills inside — documentation, chain of custody, surveillance, interviewing, report writing, and testifying — are the same skills every investigative role depends on, no matter what agency, company, or badge is attached to the job. Bring in a program to strengthen a team that already has one, or use it to replace an outdated training program entirely.

This Is Built For

  • Private investigators — aspiring, newly licensed, and practicing PIs who want professional-grade report templates and specialty modules beyond their usual case lane
  • Insurance investigators — SIU (Special Investigations Unit) staff and claims fraud investigators handling fraud, staged-loss, and misrepresentation cases
  • Workers' compensation investigators — surveillance and documentation for claim verification and activity checks
  • Medical malpractice investigators — legal investigators and paralegal-support staff building the factual record behind civil litigation
  • Law enforcement agency investigators and detectives — municipal, county, and state — including officer-involved incident review, warrant apprehension, and absconder recovery
  • Corporate investigative units — any major company with an internal investigations, security, HR compliance, or asset-protection function
  • Hospitals and healthcare systems — in-house security and investigations teams handling incident review, elder/vulnerable-patient abuse concerns, and threat assessment
  • Security companies that investigate their own incidents — guard services, executive protection firms, and contract security providers
  • Social media and online content investigators — OSINT researchers, digital sleuths, and true-crime or brand-protection investigators who need the same documentation and chain-of-custody discipline that holds up findings to real scrutiny
  • Financial crimes and fraud investigators — banks, credit unions, and fintech fraud teams working identity theft and misappropriation cases
  • Skip tracers and bail enforcement agents — asset and subject location, absconder recovery, and apprehension procedure
  • Process servers and legal support investigators — civil case documentation and defensible field notes
  • Agencies, firms, and investigative companies — looking to book live, hands-on training for a whole team at once

Whether you're adding this on top of an existing program or replacing one that's gone stale, the methodology inside applies across every one of these roles — it's a comprehensive investigative foundation, not a niche private-investigator guide.

This Is Not

  • A substitute for your state's private investigator licensing requirements — check the included State Licensing Quick Reference and your local regulator
  • Legal, medical, or financial advice — it's investigative methodology, not a law license
  • A guaranteed path to a specific income or caseload — like any professional skill, results depend on the work you put in after you learn it

About the Author

Kevin E. Kubitskey

Kevin is a retired law enforcement sergeant, former United States Marine Corps Reconnaissance Marine and Scout Sniper, Arizona-licensed private investigator, former senior financial exploitation investigator, and nationally registered EMT — with more than three decades of combined military, law enforcement, investigative, tactical, and public-safety experience. Everything in this manual is drawn from that experience, not from theory.

He served in the Marine Corps as a Reconnaissance Marine and Scout Sniper. He then spent 21 years at the Pima County Sheriff's Department as a Deputy Sheriff, Detective, and Sergeant — including roughly nine years in SWAT as Operator, Sniper, Grenadier, and Critical Response Team Supervisor, and service as an Incident Commander on multi-agency critical responses. After retiring in 2020, he spent four years as a senior financial exploitation investigator with Arizona Adult Protective Services before founding Tharsis Investigations, LLC.

What Investigators & Clients Are Saying

Before this goes in front of paid traffic, it's being reviewed free of charge by a practicing private investigator, a retired law enforcement lieutenant and SWAT commander, a practicing attorney, and past Tharsis Investigations clients. Real quotes are replacing these placeholders as reviews come in.

No Investigations Background
“I don't have a background in investigations, and I can tell you it's comprehensive — very well written, with clear and concise language and no ambiguity. This material is delivered in such a way that it will definitely help someone develop a solid background in the investigations field.”
Yancey Harrington
Retired Law Enforcement Lieutenant, SWAT Commander
“This isn't simply a training course. It is a complete investigative package. The modules provide the knowledge, but the templates and investigative go-bys give investigators practical tools they can actually take back to the field and use. If you are serious about investigations — whether in law enforcement or the private sector — I strongly recommend taking a look at the Investigator's Field Manual.”
Bryan Wilkinson, 27 years law enforcement — special crimes, narcotics & fugitive investigations, retired SWAT Commander
Attorney, 17 Years
“Good reports with complete and accurate information are absolutely our stock in trade, whether one is a prosecutor, a defense attorney, or a civil attorney. This curriculum, and the associated internet tools, will improve the credibility and reliability of any investigation. With a new investigator, it can take weeks for the attorney to get on the same page — a standardized training curriculum familiar to both of us would save hours in my practice.”
Greg Stoltz, Attorney at Law
Retired Law Enforcement Captain
“The manual content reaches an audience of local, state, and federal investigators across the board — and private investigators too. The possibilities this manual presents are endless; it could reach across the country, from the street officer to seasoned veterans in law enforcement. As a retired administrator who was a supporter of training, this manual and the instruction of it would be something I would want my entire department to experience.”
Norman P. Kubitskey, Retired Law Enforcement Captain, FBI National Academy Staff & Command I and III Graduate
Retired Police Detective Sergeant, 29 Years
“During my 20 years as a Police Detective I've read thousands of reports written by officers. As a former Police Academy ‘Report Writing’ instructor I've taught the proper way in writing a thorough report. As a Court Officer for 16 years I've observed numerous police officers, private investigators, and expert witnesses testify. In my opinion, no matter how well you handle an investigation, if you don't write a detailed report or have difficulty testifying in court, you risk a bad outcome. The extensive teaching methods outlined in this manual will give you an excellent opportunity to avoid the pitfalls and become proficient in all aspects, especially with report writing and testifying.”
D/Sgt. David P. Fendelet (Ret.), Northville City Police & 35th District Court Officer, Former Police Academy Report Writing Instructor

A Different Kind of Inclusion

Investigator Mental Health & Occupational Trauma

This one isn't numbered alongside the others on purpose — what it covers doesn't belong in a case-type list. Drawn from three decades of firsthand exposure to what this work actually costs, it covers EMDR and trauma-informed therapy, the warrior's walking meditation and box breathing, a plain-English look at legally available medical adjuncts and where the law actually stands on each, and the conversation this field usually skips: how to talk to the people who love you instead of carrying it alone. Not a licensed therapist's advice — tools that have genuinely helped, offered plainly, with a full disclaimer inside.

Complete Bundle bonus: every purchase includes one complimentary 30-minute live Zoom orientation call — a structural walkthrough of the manual, helping you find which modules and templates apply to your situation. Professional Paperwork

The 19-Item Template Library

Fillable, field-tested report templates matched to each specialty module — plus the operational documents every independent investigator needs.

Case Report Templates

  • Criminal Case Support (General)Fact and analysis sections separated the way a defense-side record needs to hold up under scrutiny.
  • Criminal Defense Investigation (Case Example)The general-use version, built around the far more common fact pattern — a single client facing charges.
  • Civil InvestigationCovers the property, injury, and contract-dispute fact pattern with a clean line between observed fact and professional inference.
  • Family Law / Custody InvestigationStructured specifically for custody and family-law fact-finding, distinct from the infidelity-focused version.
  • Divorce & Infidelity InvestigationCompanion to the Family Law template — built for cases where the central issue is conduct, not custody.
  • Fraud InvestigationOrganized by legal element — misrepresentation, knowledge, intent, reliance, damages — so the evidence maps to what has to be proven.

Specialty Case Templates

  • High-Control Groups / Cult InvestigationBuilt for the evidentiary needs of a coercive-control case without wandering into protected-belief territory.
  • Skip Tracing & Asset LocationDocuments a locate the way it needs to be documented for legal defensibility, not just as a results printout.
  • Missing Person / AbductionBuilt to take frequent dated addenda, since these cases move fast and rarely wrap in a single pass.
  • Auto-Theft Through FraudStructured for insurers and private buyers investigating a cloned or title-washed vehicle.
  • Misappropriation of FundsBuilt around the fiduciary-trust fact pattern — tracing how someone already trusted with the money took it.
  • Vulnerable Adult / Welfare CheckCaptures both the urgency and the subtlety of a suspected exploitation or neglect case. Bonus template.

Threat Assessment Templates

  • Threat Assessment — HomeA structured evaluation of a residence and household against behavioral and environmental risk factors.
  • Threat Assessment — BusinessThe same framework applied to a workplace, its employees, and its facilities.
  • Threat Assessment — CommunityScaled for schools, venues, and large public gatherings, with a section built for multi-stakeholder coordination.
  • Expert / Professional Witness ReportBuilt to the Chapter 6 standard — methodology documented first, so the opinion holds up under cross-examination.

Operational Documents

  • Client Retainer & Contract AgreementGenericized from the author's own working agency contract — a real structural reference, not a form off the internet.
  • Activity Log SheetThe same contemporaneous, dated logging discipline from Chapter 1, in a ready-to-use daily format.
  • State Licensing Quick ReferenceA general framework for state PI licensing requirements, plus a fully worked Arizona example showing how it's applied.

Pair This With Field Surveillance Log

The manual teaches contemporaneous, defensible logging — Field Surveillance Log is the app built to actually do it in the field: time-stamped entries, GPS-tagged photo reports, and cloud sync, so the documentation habit this manual teaches doesn't depend on a paper notebook. Every investigator who buys the manual is exactly who this app was built for.

Core Manual · Ch. 1, Documentation
What Counts as Evidence vs. Noise

"Not everything you observe or collect is evidence... Evidence is anything that is directly relevant to the fact you're trying to prove, can be verified, dated, and sourced, and was collected in a way that doesn't taint its credibility. Noise is everything else — assumptions, hearsay you can't source, or material collected in a way that opens it to challenge. Rule of thumb: if you can't answer "where did this come from, when, and how do I prove it,"...

Divorce & Infidelity Module
How Infidelity Actually Affects a Divorce

"Every state now allows no-fault divorce, meaning nobody has to prove wrongdoing to end a marriage. What varies enormously is whether infidelity affects the outcome — property division, alimony, and custody... In pure no-fault states, courts generally cannot weigh marital misconduct like an affair when dividing property or setting alimony. But most of these states still recognize dissipation of assets — if marital money was spent on an affair...

Why Intent Is the Hardest Element

"Nobody documents 'I am lying to you right now.' Intent is established through circumstantial evidence: the pattern of conduct, what the person told other people privately, inconsistencies between what they said and what they knew, and the surrounding circumstances of the transaction. This is where investigative work — not just document review —...

Belief Is Protected. Conduct Is Not.

"There is no legal definition of 'cult.' Courts and investigators instead look at control — the methods a group uses to override independent judgment and keep members inside... The 24-Hour Myth That Costs Lives

"There is no waiting period to report a missing person, anywhere in the United States, for a person of any age. This is one of the most persistent and damaging myths in this field. The Legal Exposure Businesses Don't See Coming

A Look Inside the Report Templates

Every template is field-structured, not a form letter — fact sections, sourced findings, and a clear line between what was observed and what was inferred.

Civil Investigation — Report Template FICTIONALIZED SAMPLE
CASE NO.
2026-CV-0147  ·  Investigator: J. Doe, Lic. #00000
III. Findings — Surveillance, Day 2

At 8:42 AM, the subject's vehicle (Exhibit C) was observed parked in the driveway of 000 Example St., a public-facing residential address. At 9:15 AM, the subject was observed loading three boxes into the vehicle and departing northbound. The vehicle was next observed at 9:41 AM at [Location, Exhibit D], a self-storage facility, where the subject was observed unloading the same boxes.

Analysis

The observed activity is consistent with the subject relocating personal property; it does not, on its own, establish intent. This inference is offered as professional opinion and is clearly distinguished from the directly observed facts above.

This excerpt is fictionalized for illustration — no real names, addresses, or case facts are shown. Every purchased template arrives blank with guidance notes, ready for your case.
Criminal Case Support — Report Template FICTIONALIZED SAMPLE
CASE NO.
2026-CR-0212  ·  Investigator: J. Doe, Lic. #00000
IV. Findings — Witness Canvass, Location B

On the date in question, a canvass was conducted of businesses along the 000 block of Example Ave. A employee at [Business Name, Exhibit E] stated she recalled seeing a vehicle matching the description provided by defense counsel parked in the lot between approximately 6:15 PM and 6:40 PM. The witness's statement was recorded with her consent and is attached as Exhibit F.

Analysis

This witness statement, if credited, places a vehicle matching the description at the location during a window that overlaps with the timeline at issue. Whether this corroborates or conflicts with other evidence in the case is a determination for counsel; this report presents the statement and its circumstances without characterizing its ultimate weight.

This excerpt is fictionalized for illustration — no real names, addresses, or case facts are shown. Every purchased template arrives blank with guidance notes, ready for your case.
Family Law / Custody — Report Template FICTIONALIZED SAMPLE
CASE NO.
2026-FC-0338  ·  Investigator: J. Doe, Lic. #00000
II. Findings — Custody Exchange Observation

The scheduled exchange was observed at the agreed public location at 5:58 PM, two minutes ahead of the 6:00 PM time specified in the parenting plan. The minor child was observed to exit the vehicle unassisted, appeared appropriately dressed for the weather, and greeted the receiving parent without visible hesitation. The exchange concluded at 6:04 PM without incident.

Analysis

The observations above are consistent with a compliant, low-conflict exchange on this date. A single observation does not establish a pattern; findings from additional dates are reported separately and should be reviewed together before drawing conclusions about compliance over time.

This excerpt is fictionalized for illustration — no real names, addresses, or case facts are shown. Every purchased template arrives blank with guidance notes, ready for your case.

18 Specialist Add-On Modules

Each module pairs with its own matching report template and can be purchased individually or as part of the Complete Bundle.

1 Divorce & Infidelity Investigation

Where these cases go wrong, the legal line around evidence collection, and how to keep a client's emotional intensity from turning into retaliation.

2 Fraud Investigation

What a court actually requires to prove fraud, how to build the paper trail that carries the intent argument, and where an investigator's reach legally ends.

3 Civil Case Investigation

Applying the Core Manual's documentation discipline across the widest case category in the field — property, injury, nuisance, and contract disputes.

4 Criminal Case Support

The legal boundaries specific to defense-side investigative work, where a single documentation mistake can cost someone their liberty.

5 New Investigator Track

A staged, checkpoint-by-checkpoint path through the entire manual for someone starting from zero, with a self-check before each new stage.

6 Elder Abuse & Vulnerable Adult

How financial exploitation and neglect actually present in the field, drawn from real adult-protective-services investigative practice.

7 High-Control Groups / Cult Investigation

Where First Amendment protection for belief ends and unlawful coercion, confinement, or exploitation begins.

8 Officer-Involved / Use-of-Force Analysis

The methodology that gives a use-of-force expert opinion actual credibility under the legal standard that governs these cases.

9 Skip Tracing & Asset Location

The federal statutes that govern locating people and assets, and why treating them as fine print is the fastest way to lose a license.

10 Missing Person / Abduction

The myths that cause dangerous delay in these cases, and exactly where a PI's role fits alongside law enforcement — never instead of it.

11 Auto-Theft Through Fraud

Applying financial pattern analysis and physical evidence discipline to cloned and title-washed vehicles, for insurers and private buyers alike.

12 Misappropriation of Funds

Investigating fraud committed by someone already trusted with the money — the case type behind most occupational fraud losses.

13 Threat Assessment — Home

A structured evaluation of how a specific person's routine, property, and behavior create or reduce residential risk — not a camera sales pitch.

14 Threat Assessment — Business

Behavioral and environmental threat assessment for a workplace, addressing real legal exposure for ignoring foreseeable risk.

15 Threat Assessment — Community

Scaling behavioral threat assessment to schools, venues, and large gatherings, where coordination with other stakeholders becomes essential.

16 Surveillance Tradecraft

The actual gear, positioning, and pattern-reading that separate a surveillance operation that holds up for hours or days from one that gets burned in the first twenty minutes.

17 Social Media & Digital Pattern Investigation

Investigative pattern-recognition for online behavior, drawn from years of field observation — not platform-published claims written for advertisers.

18 Warrant Apprehension & Bail Enforcement

Same tools and databases as Skip Tracing, applied to a person actively evading apprehension — with a clear line between private bail enforcement authority and sworn law enforcement authority.

Specialize Further

Additional Specialist Modules — Sold Separately

Not included in the Core Manual, Core+N bundles, or the Complete Bundle — each purchased individually, same as any single module above.

19 Executive Protection

Advance work, threat assessment, and low-profile protective planning for clients who don't want to look protected — the discipline behind the job Hollywood gets wrong.

20 Anti-Terrorism & Critical Infrastructure Awareness

Recognizing specific, defined pre-incident behavioral indicators around critical infrastructure and routing them correctly — not counter-terrorism work, and never sold as such.

21 Preparatory Offenses

Conspiracy, solicitation, facilitation, and attempt — investigating and documenting a case that never reached the completed crime, because it can still be chargeable.

22 Absconder Recovery

Locating subjects who know they're being looked for and have taken active steps to stay hidden — bail skips, vanished scam operators, and deliberate evaders.

23 Identity Theft

The narrower, more technical side of fraud — someone else's identity used to open or take over accounts — separated out from general fraud investigation.

24 Animal Cruelty Investigations

The legitimate private-sector lane next to sworn humane authority — insurance SIU pet-injury claims, attorney-referred cases, and advocacy-organization investigative support.

25 Conspiracy Investigations

Proving an agreement between two or more people through pattern evidence — communications, money movement, and coordinated timing — when no one ever signs anything.

26 Insurance Fraud Referral Reporting

A fillable data sheet built around NICB's and ISO ClaimSearch's own referral categories, so an insurer's SIU can move your findings into their system in minutes instead of hours.

28 Starting Your Investigative Business

The startup roadmap in the order it has to happen — license, bond, insurance, entity, pricing, and your first paid case — with a checklist you can work straight down. Includes the Business Forms Kit.

29 Digital Footprint Investigations

Five online search tools investigators are using now — what each does, what it costs, how to use it step by step, and the legal and ethical lines you must not cross.

Questions

Frequently Asked Questions

Do I need to already be a licensed PI to use this?

No. The Core Manual and New Investigator Track are built for someone entering the field, with the specialty modules and templates layered on for practicing investigators who want to go deeper on a specific case type.

Is this legal advice?

No. The manual and training are educational resources built on investigative methodology and firsthand experience — not a substitute for legal, medical, or financial advice from a licensed professional in your jurisdiction.

Do I have to buy the Complete Bundle, or can I start smaller?

You can start with a single module, a single report template, or the Core Manual alone. The Complete Bundle is simply the most complete way to get everything — Core Manual, all 18 modules, the New Investigator Track, and the full Template Library — at a discount over buying it piece by piece.

What does the Certificate of Completion actually represent?

It certifies that you completed the two-day Investigator Foundations training and its hands-on exercises — it is not a state license or bar-equivalent credential. Private investigator licensing requirements vary by state; see the included State Licensing Quick Reference and check your local regulator before representing yourself as licensed.

What if I get stuck after I buy?

The Complete Bundle includes one complimentary 30-minute live orientation call to help you find which modules and templates apply to your situation. Beyond that, one-on-one consulting with Kevin directly is available at the rates listed above.

Is the 2-day training in person or online?

Investigator Foundations is built as a live, hands-on program — including a real surveillance exercise conducted in public spaces — and is bookable as a private cohort for your team or organization. Reach out for details on format and scheduling for your group.

What's your refund policy?

Digital products (the Core Manual, Add-On Modules, and Template Library) are refundable in full within 7 days of purchase if you haven't yet downloaded or accessed any files; once a file has been accessed, the sale is final. Investigator Foundations live training registration is fully refundable if canceled more than 14 days before the training date. Full terms are included in the Terms of Service & Liability Disclaimer provided with every purchase.
